NPC: The Towne Crier
Long Desc: The official Towne Crier of New Rigel stands here officiously.

This man looks somewhat fishy.  Not to insinuate that he is
suspicious-looking, although he is, with his odd breeches and clothing, but
rather that he looks slightly like a sardine.  Like a sardine, he has the
curious ability to manipulate his jaw in order to open it extra-wide; a
valuable asset for a man who must spend all of his time yelling and being a
big-mouth.
He is a human approximately 5'7" tall.
