NPC: A young adventurer
Long Desc: A young adventurer seems willing to help others here.

This lucky young fellow has somehow caught the attention of the town
officials in New Rigel, and has been hired by the city to make the town a
nicer place.  His job is to meet up with new adventurers visiting the area
and show them the ropes.  Because few other cities offer such a service, New
Rigel has become a very popular destination for young travelers.
He is a human approximately 5'8" tall.
