Long Desc: A resident of this area wanders the streets.

This happy citizen of New Rigel whistles merrily, glad to be done with
another day of work.  The city has a thriving middle class of workers that
are dedicated to their jobs, and as a result can make enough to live
comfortably.  This resident is heading home for the day, loking forward to
being with the family again.
He is a dwarf approximately 4'5" tall.
