NPC: The speaker of the legislature
Long Desc: The speaker is here delivering a speech to the chamber.

One of the most powerful men in New Rigel's political system, the Speaker
of the Legislature controls all action on the floor.  He has the power to
decide when legislation will be discussed and for how long, and gets to
decide who will speak.  Because he is elected from among the members of the
chamber each year, both parties always want the Speaker to be one of theirs.
Since Nobles and Commoners have equal numbers of representatives, there is
always a huge battle over the speakership.
He is a human approximately 5'8" tall.
