NPC: An annoying drunk
Long Desc: A drunk makes everyone's life miserable after spending several hours drinking.

This man is obviously highly inebriated.  He staggers around the room,
singing loudly to himself.  He occasionally takes a swig from his mug, and
once in a while he notices that it is empty and saunters over to the bar for
a refill.  The drunk is an annoyance to the other patrons, perhaps someone
should encourage him to leave.
He is a human approximately 5'7" tall.
