NPC: The drunk
Long Desc: A tough looking drunk belches in your face.

Perhaps this drunk would be tougher when sober, but right now it looks
like the only thing you have to worry about is getting puked or fallen on.
You step to the side avoid the weaving stagger of the drunk down the street.
There must be a very good bar in the area.  You think you've seen this
person somewhere before, but can't quite put your finger on it.
He is a human approximately 5'8" tall.
