NPC: A playful otter
Long Desc: A playful otter is here, thumping his tail against some nearby rocks.
This happy otter is roaming the area looking for things to play with.
First a rock then a bit of straw unable to contain his excitement with each
new thing. He quickly changes his direction spotting a new object to
investigate. Then with a quick whip of his tail and a leap, he splashes
into the water and races though the reeds.
He is a unique approximately 4'9" tall.
