NPC: A sly guard
Long Desc: A sly guard wanders around practicing stealthlike arts.

The guards here are not just guards, they all have some other skill at
which they toiled before becoming guards.  The chief of the guards allows
them to continue to practice their previous skills, as long as it doesn't
interfere with their current duties.  This hapless fellow was a thief prior
to becoming a guard, and he wanders around silently, practicing his light
fingered ways.  Hold onto your valuables and move on quickly.
He is a elf approximately 4'8" tall.
