Long Desc: One of the wealthier residents of Vir is resting in their spacious house.

One of the wealthier dracons dressed in silk clothing and wearing an
assortment of jewelry is walking through the streets as if they owned them.
Perhaps they do own most of the real estate in this area, or they might be a
money lender to those looking to begin businesses.  Whatever the case they
look down upon the common citizen as if they were beneath their attention.
He is a dracon approximately 5'0" tall.
