NPC: Fil, the tattoo artist
Long Desc: A young dracon arranges an assortment of dyes and needles.

Fil's artwork has graced many a dracon in this city.  From the fantatic
reproductions of mythical creatures to the intricate scrollwork of entwined
plants, he can do it all.  His loose muticolored robe flows around his very
slender figure.  Artwork from tattoos he received at an early age can be
seen along his hands as well as his arms disappearing under the voluminous
sleeves.  Several large pieces of metal are inserted into his ears.  A long
chain leads from the tip of one wing to the other wing.
He is a dracon approximately 4'1" tall.
