NPC: A novice thief
Long Desc: A halfling novice to the guild of thieves is here learning his trade.

This short, hairy halfling appears to be darting in and out of shadows.
As it begins reaching into your pocket you realize that this is a thief in
training.  Oddly enough this novice doesn't seem to notice that you've
spotted them.  Perhaps you should assist them in training by teaching the
would-be purloiner what happens to thieves who get caught.
He is a halfling approximately 3'1" tall.
