Long Desc: Malfoy watches closely so that only elves are allowed in his establishment.

This haughty bartender is rather tall for an elf, and it is obvious that
he is very proud of the fact.  Because of his pure blood, he has connections
to many ancient elven organizations, and can order some special beverages
that are not available anywhere else in town.  He tries to avoid serving
other races, but it is relatively easy to get what you are looking for here.
He is a high-elf approximately 5'5" tall.
