NPC: A balloon pilot
Long Desc: A balloon pilot adjusts the rigging for his balloon.

This rather strange elf is standing next to one of his giant flying
machines, fiddling with the ropes that are holding the basket onto the
balloon.  He and his brother were raised by a kindly family of gnomes, and
have a knack for building all kinds of contraptions.  The aerial tours that
they offer are very popular with visitors to New Rigel.
He is a elf approximately 4'7" tall.
