NPC: Beltrim, the fool
Long Desc: A foolish dracon wearing a lopsided hat and vivid wing decorations prances about here.

To say that the hues on Beltrim's costume were colorful would be an
understatement.  The bells on his cap make a soft tinkling sound as he hops
about on one foot, then another.  He looks about the square as if sizing up
a potential victim for one of his harmless pranks.  His ready grins and
laughs seem to provide merriment for the locals.  He always seems to be
around when least expected.
He is a dracon approximately 5'1" tall.
