NPC: An exhausted beaver
Long Desc: An exhausted beaver is here, building a dam.

This panting beaver rests out of breath on the edge of his dam.  The
beaver's fur is wet with river water from the recent struggles of a large
branch.  It's huge flat tail slaps at the water warning you not to approach
though he is too tired to move from his resting place.  The beaver moves
away from you but still doesn't have the energy to make a get away.
He is a unique approximately 4'8" tall.
