Long Desc: Major Halem, charged for treason, is here awaiting sentencing.

Major Halem is an enormous middle-aged man, his bulging muscles barely
contained by the custom-fit fatigues.  The size of his confiscated stainless
steel sword is mute testimony to his strength and the deep scar crossing his
neck and arm reflects his experience in battle.  All things considered, he
is not a man to be trifled with.
It is a fey approximately 4'7" tall.
