NPC: The master of agony
Long Desc: A cruel looking dracon stands here looking at an assortment of torture devices.

This dracon is covered from head to toe with an assortment of scars and
piercings.  The large rings on his back are especially prominent because of
their use to suspend his body from dangling chains.  Taking gleeful pleasure
in inflicting pain he uses reviving potions and restoring oils in order to
keep his subjects alive longer than humanly possible.
He is a dracon approximately 5'1" tall.
