NPC: The Royal Assassin
Long Desc: A figure in a black cowl is here, a Royal Assassin.

Dressed entirely in black, this small man watches you from the shadows,
waiting for a vulnerability for him to exploit to present itself.  You hear
a sound to your left, and as your eyes stray to investigate, he leaps from
the shadows, dagger lunging for your throat, and you struggle to regain the
ground lost to the assassin's suprise attack.
He is a elf approximately 4'9" tall.
