The citizens belong to the hardworking, middle class of Atlantis.  They
strive on a daily basis to please the nobles and the King.  For if they do
not, then they must fear retribution from the nobles.  The citizen looks
quite content with life and greets you with a smile.
He is a merman approximately 5'5" tall.
