Long Desc: Mathin sits behind the counter ready to field questions about New Rigel.

This obsequious man smiles broadly as you enter, ready to help you with
any concerns you might have.  Because he is paid by the city to promote
tourism, the guide knows everything about New Rigel.  However, he probably
wouldn't be very honest if you were to ask him about the problems that the
town faces.
He is a human approximately 5'7" tall.
