NPC: A colorfully clothed bard
Long Desc: A colorfully clothed bard is here reciting a famous story.

Dressed in a brightly colored tunic of crushed red and blue velvet
patched together then accented with golden braid at the collar and wrists,
with deep gold tights, this bard is quite eye catching.  This diminuitive
halfling strums a harp while reciting a story for the patrons of the inn.
He seems to eye you for a second with a rather odd look on his face.
Perhaps it would be a good idea not to get too close to him.
He is a halfling approximately 4'0" tall.
