Long Desc: A member of the New Rigel town council is discussing several town ordinances.

The members of the New Rigel town council are elected by the people, and
deal with matters of local government.  Any major building developments must
be approved by the council, and trade regulations are often discussed as
well.  While this member of the council looks dedicated to his job, you've
heard that the mayor controls the real power in the townhall.
He is a drow approximately 4'8" tall.
