NPC: A covert operations special agent
Long Desc: A fey dressed in black is here looking over surveillance pictures.

A battle-hardened fey stands before you dressed in all black.  From the
looks of his fatigues, he must be a member of the Cavhfail Special Ops.
Members of the special ops have a wide variety of responsibilities,
infiltration, exfiltration, teaching rebel forces how to fight dictators.
They perform other, less noteworthy activities, also.  Teams work together
for years, and reassignments don't happen lightly.
He is a fey approximately 4'8" tall.
