NPC: A Lowangen mime
Long Desc: A mime dressed in black tights and a painted face is here.

The Lowangen mime is loved by the local children, but is rather detested
by the local adults and numerous adventurers that wander through the city
streets.  The mime wears black tights and has a painted white face with
black paint on the lips and around the eyes, just like the mimes youve seen
in traveling acrobat shows.
She is a human approximately 5'7" tall.
