NPC: The district clerk
Long Desc: The clerk looks over some records as she waits on the person in line.

This bored young lady takes papers from the next person in line, marking
them with the time and date received, returning all but one copy which goes
into the official files of the state.  The job isn't stimulating but it does
pay well so as she shuffles papers she dreams of the valkyrie course she
will take when enough money has been saved.
She is a minotaur approximately 6'9" tall.
