NPC: Babbaros
Long Desc: A crazy-eyed man wanders about babbling incoherently to any who will listen.

A thin, balding man wrenches his hand together and babbles hysterically
about sea serpents and ghosts and cannibals.  He is utterly incoherent as he
wanders back and forth talking to everyone and no one.  The man is dressed
in the tattered remains of a uniform of a royal Runic sailor.  A garland of
tropical flowers has been placed around his neck signifying his place as a
newly adopted member of the village.
He is a human approximately 5'8" tall.
