NPC: A terrified survivor
Long Desc: A refugee of some horrible nautical disaster stands here trembling with fear.

This person is soaked from head to toe.  Their clothes are torn and blood
and have a fine residue of soot on them from a recent brush with flames.  A
wide teary stare that focuses upon nothing in particular is the overwhelming
hallmark of this person's psychosis.  Far too submerged in their terror this
person will surely die of exposure if they are not taken care of, one way or
another.
She is a human approximately 5'9" tall.
