NPC: A crazy-eyed cannibal
Long Desc: A refugee with bits of flesh hanging from her teeth greets you with a smile.

A young woman quickly puts something behind her back.  Her lipstick is
smeared along with dirt and blood across her cheek.  She looks innocently
enough at strangers until she drops the severed arm she was feasting on to
the ground.  The attractive youth grins her perfect pearly whites caked with
fleshy strands of fat and lunges.
She is a human approximately 5'7" tall.
