NPC: A false prophet
Long Desc: A man stands here in tattered robes, befuddled by that which he sees.

A skinny and haggard looking middle-aged merman is here dressed in
tattered secondhand clothing.  He has a confused look on his face as he
mumbles inane predictions to the crowd that is gathered before him.  He
speaks of children losing the things that their fathers had placed there
only the night before and of women who will be irate when those same men
come home three days hence.
He is a merman approximately 5'6" tall.
