NPC: An Ina Dome guard
Long Desc: An Ina Dome guard is here, guarding his city from outsiders.

These guards stand here day and night, protecting the city gates from
pirates and other invaders that may come and try to disturb the peaceful
inhabitants of Inalandia.  They also watch over what is left of the dome to
be sure that nothing damages it any further for if any more of the dome
should collapse, it could destroy the only exit from the city.
He is a merman approximately 5'5" tall.
