NPC: A poor merman
Long Desc: A really poor Merman is here, looking like he will do anything for money.

A merman is here with a desperate look on his face as he searches for work
to support his family.  These merfolk are the lowest class of all citizens
Ina; they are generally poor and grungy in appearance.  They are also
treated as the scum of the Dome, spit upon by the upper class.  Some huddle
in corners of buildings but most have their hand out waiting for a bit of
kindness.
He is a merman approximately 5'5" tall.
