Long Desc: A merman thief is here, watching you from within the shadows.

Watch you back when you are around these sneaky merfolks.  Not only do they
tend to be poor, but they also tend to have sticky fingers and cannot wait
to get their hands on your coin purse.  They will most certainly do anything
they can to get your goods, so you better be careful when strolling down
these streets alone.
He is a merman approximately 5'5" tall.
