NPC: A settler
Long Desc: A recently arrived settler from the surface is here, trying to find a place to live.

Thanks to a mandate from Lord Verendi, settlers have been slowly pouring
into Genaurars, looking to start new lives.  Sadly, the conditions down here
are usually worse than the ones they leave in Sigil, but they push on in
spite of this.  Carrying all their belongings on their backs, they are proof
of the will to survive any hardship.
She is a human approximately 5'7" tall.
