NPC: Magistrate Goram
Long Desc: A large obesse man slouches behind his desk, grunting as he reads over some papers.

Magistrate Goram is somewhat infamous for his corruption and lack of care
for the local populace.  While a few of his closest collaborators have
benefited greatly from his rule here, most of the people are ambivalent to
him at best.  News of his replacement would please a great many people.
He is a human approximately 5'8" tall.
