NPC: A destitute person
Long Desc: A destitute person sits on the side of the road hoping for some charity.

Despite the robust economic growth being experienced by the town of New
Rigel, some of its residents are still being left behind.  This poor
individual obviously has not been able to find a job, and as a result is
forced to live on the streets, dependent of the charity of others.  Town
officials are trying to deal with the problem of homelessness, but so far
have not been able to find a solution.
He is a half-elf approximately 5'3" tall.
