Long Desc: A sightseer is here enjoying the many attractions of the city.

This diminutive halfling is walking quickly through the streets of New
Rigel, boggling at everything in the area.  It is obvious that this is one of
the the many tourists who come to visit the town every year.  People who
come to the city don't want to miss any of the sights, and as a result they
often feel rushed in order to have enough time to see everything.
He is a halfling approximately 4'0" tall.
