NPC: An icy lich
Long Desc: The icy chill of death freezes the area around this lich.

Every rotten step this lich takes causes ice crystals to fall and shatter
upon impact with the ground, which turns to permafrost around its feet.
Icicles hang precariously from various appendages, and some of them taper
into such a point that it looks like they're suitable as weapons.  Icy
wristlets and legplates covered with bizarre, ice-blue runes glow, some
strange magics activating.  This lich is freezing the life from everything
around it, including you, and you're the only living thing in this village.
It is a undead approximately 5'6" tall.
