Long Desc: A pudgy drow is here, attempting to pass new legislature.

Like most parliamentary governments, the whip is a high-ranking member of
government who attempts to enforce ideological discipline when passing new
laws.  Within the Queen's single party government, this is a less powerful
position, but at this point the role primarily exists for the sake of
tradition.
He is a drow approximately 4'7" tall.
