Long Desc: An envoy from the Council of Seven lingers nearby Lord Telleri.

Each of the Lords and Ladies of the Council of Seven has prioritized
welcoming all new citizens of their respective lands, and encourage young
Adventurers to pursue their education and explore the world around them.
However, after decades of responsibility for the personal tutelage of these
callow youth, many of the rulers encouraged the leaders and members of the
local Guilds to help.  Quickly reaching a compromise, the Guilds agreed to
provide funds for new envoys, administered by the local rulers.
