NPC: A fey janitor
Long Desc: A janitor, who seems to be the only one around, sweeps up garbage.

This buff man is dressed in full military fatigues, the only presence of
a guard here.  In fact, he is one of the only people seen walking the barren
but beautiful streets.  He goes about his ho hum job but looks very
attentive, as though he watches all around him.
He is a fey approximately 4'9" tall.
