NPC: Fothrak the Chaosmancer
Long Desc: A bearded, wizened dracon fools around arm-deep in a nexus.

Small stars and rainbows circle the chaosmancer's head, so deep is into his
scurrilous magic.  The very cosmos fray when they interact with him, taking
on odd properties and performing uncharacteristic actions.  An aura of
oddness surrounds him, and not even due to his strange gaze.
He is a dracon approximately 5'1" tall.
