NPC: The Master of Clans
Long Desc: A tall, powerfully-built man in a black cloak is seated behind an oak desk.

Dressed in armor that has seen much use and a flowing black cloak, this
powerfully built man appears to have been an active warrior.  From the way
he carries himself, the scar on his face is probably but one of the momentos
of past battles he carries.  It is obvious that he takes his work very
seriously and tolerates little frivolity during business hours.
He is a elf approximately 4'7" tall.
