Long Desc: Judge Strom is here on the bench dishing out some justice.

District Judge Strom is a very imposing figure.  He is a very large
minotaur that could deal justice even without the help of the law.  He is
wearing a long black robe like all judges do.  He has a silver rope around
his neck to indicate that he is a district judge rather than a federal
judge.
It is a minotaur approximately 6'1" tall.
