NPC: A merry man

This man peers at you strangely from behind a rack of brightly colored
leotards.  He has a silly grin on his face, and keeps striking outrageous
poses in front of murals of the forest on the wall.  You can't help but feel
you've seen this guy somewhere else... but you can't quite put your finger
on it.  Oh well, why don't you just have a look around.
He is a drow approximately 4'7" tall.
