NPC: A shady elf
Long Desc: A shady elf is sitting in the back looking suspicious.

This dangerous looking elf has a devious smile on his face.  He has dark
colored hair and is shorter than most other elves.  He is wearing a dark
cloak and a brown rimmed hat.  He talks with people in whispers as if he has
something to hide.  He sits in such a way so that he can get up quickly and
make a break for the door.
He is a elf approximately 4'7" tall.
