This quest is called 'Old Debts', for Adventurers levels 120 to 179.
Description of Old Debts:
Years ago, when I had barely been on the throne for months, Rune was attacked by a group of mercenaries from Avarice. I was still young and unaware of what to do. I led a group of commanders into Avarice, to try to cut the problem at its roots. Finally, after days of wandering around, we realized we were lost. We had all but given up hope when an old weapons collector came up to us and offered his help. He provided us with weapons, food, water and directions, and for that I am eternally grateful. That is why every few years I deliver a few weapons to him to help him make ends meet. This year, it is up to you to complete this task.
Upon successful completion of this quest you can receive up
to 65 quest points, 7 practice points, 23000 experience points, and 11000 gold pieces.

Old Debts consists of:
Phase 1: Visit A wandering weapons collector.
In Avarice, SE of the Unknown at behind a locked door. The key to unlock it is held by Frost Giant Children, who are north of the Advant. — Drahylin
Phase 2: Locate and deliver the quickblade to A wandering weapons collector.
From the High Priest on the bottom floor of the Dungeon Wroth — Drahylin
Phase 3: Locate and deliver the dagger of Grimbold to A wandering weapons collector.
From Grimbold, on the second floor of the Tower of Art. The key to his door is on the receptionist...or you can just bash/magic unlock it. — Drahylin
Phase 4: Locate and deliver the Great Flamberge to A wandering weapons collector.
From the Fire Giant Mages slightly east and north of the Advant in Avarice — Drahylin
Phase 5: Locate and deliver a huge boulder to A wandering weapons collector.
From the Mountain guards...from the main floors [SAFE] go west and south...don't go above the Chimaera or you'll have to kill Nascor to get out — Drahylin
Phase 6: Locate and deliver a standard issue sword to A wandering weapons collector.
In Rune, off of the City Guards or the Knights — Drahylin
Phase 7: Locate and deliver a Sigil axe to A wandering weapons collector.
In Sigil, off of the Axe trainer in the Academy... — Drahylin
