This quest is called 'High Places', for Adventurers levels 90 to 150.
Description of High Places:
Lately there has been a suspicious increase in the number of birds
nesting in the area. Locals and officials alike are becoming alarmed and
have expressed concerns that something suspicious is happening with nature.
I wish to calm the fears of the people so I must ask that you scout out
these new residents and visit the places that they may be hiding out in or
may possibly use in the future. Make sure that they are not a threat, but
if they appear to be a threat I authorize you to destroy them.
Upon successful completion of this quest you can receive up
to 56 quest points, 5 practice points, 40000 experience points, and 14000 gold pieces.
