Lord Vashir's manservant greets you at the entrance of the throne room.
"My liege is off to a well-deserved rest at the Rune Military Ball. He
asked me to tell you to deliver a few last-minute invitations. He will be
back by the time you return to inform him of your completion of this task.
He has asked me to assure you that a sizable reward is yours if you are
quick! These are already rather late in being sent out, so your assistance
in getting them to the right people on time is critical!"

An elite sentry of the guard patrol.
That hint is incorrect: They are on the steps leading into Agrippa's Castle, in Rune. —
