This quest is called 'Jury Duty', for Adventurers levels 121 to 180.
Description of Jury Duty:
You have been selected for jury duty! I would like you to travel to the
judges in the surrounding areas and see if you can help them by being a jury
member. I will require that you assist the judges in any way possible even
if they do not require you for jury duty. Jury duty is a task that should
not be viewed as a burden but rather as a way of assisting the legal process
to proceed in a fair and just manner. Fairness in trials is valued by all
of the judges in Sepharia. I ask that you first visit with the local judge
first, and then proceed to the judges in Rune and New Rigel. You will be
required to perform any action that the judges ask of you to receive your
reward. It is almost certain that they will ask you to follow through with
some of the death sentences that they have issued.
Upon successful completion of this quest you can receive up
to 40 quest points, 4 practice points, 5000 experience points, and 4000 gold pieces.
You have 200 minutes remaining to complete this quest.
Jury Duty consists of:
Phase 1: Visit Judge Sherwood.
Courtroom in Xaventry — Pugnacious
Phase 2: Defeat A captured thief.
Located in the jail in Xaventry. From the fountain at town square (recall) head W, 7N, 2W, D. If you don't have a way to get by the locked doors, kill guards for a key. Prisoners are located in the locked cells. You will need sense life to find them — Killerbeez
Phase 3: Visit A judge.
New Rigel Courthouse. — Pugnacious

Phase 4: Defeat An insane prisoner.
