This quest is called 'Bee Massacre!', for Adventurers levels 121 to 180.
Description of Bee Massacre!:
It has come to my attention that the hive of bees in Diocletian is
growing exceptionally large. I am concerned about the number of bees living
there, and the fact that they are getting more and more ferocious, attacking
every citizen they can find. It would be an absolute disaster if they
somehow managed to escape Diocletian. The population of Sigil would be
totally unprepared, mass panic would break out, and the bees would leave a
trail of dead bodies everywhere they went. I want you to venture south to
to Diocletian, find out how they manage to keep the bees confined, and how
secure that system is. May the Powers guide and protect you!
Upon successful completion of this quest you can receive up
to 40 quest points, 5 practice points, 40000 experience points, and 30000 gold pieces.
